Samuel N. Lombardo
President and CEO
Mr. Lombardo has over 32 years of experience in all aspects of the insurance industry. Much of his time is spent strategically planning for the continued growth and success of The Benecon Group.
Sam is a well known insurance entrepreneur whose companies gained national recognition when they were listed four different times by Inc. Magazine as one of the "500 Fastest Growing Companies in America."
One of Lombardo's earlier successes was the creation of health insurance purchasing cooperatives for municipalities. The success of this program led to the formation of Inter-Municipal Insurance Services (IMIS) in 1992. In 1997, The Benecon Group was formed through the merger of the benefits division of S.N. Lombardo Insurance Brokers and IMIS.

Matthew Kirk
Sr. EVP of The Benecon Group and ConnectCare3
Reporting directly to the company Chairman and CEO, Sam Lombardo, Matt oversees all Benecon operations including Producer Services, Consulting Services, Government Services, Actuarial and Compliance Services, Sales and Marketing and Finance.
Previously, Matt worked as a public finance banker and in the financial consulting field. He earned a Master’s Degree in Government Administration from the University of Pennsylvania, where he was a Sweeney Scholar. In addition, he has a Bachelor’s Degree in Political Science from the University of Connecticut (Magna Cum Laude, Phi Beta Kappa).

Al Loomis
EVP of Marketing and Client Services
Mr. Loomis joined The Benecon Group in March of 2001 to oversee the development and administration of the Company's joint municipal health and workers' compensation insurance purchasing cooperative groups.
Prior to joining The Benecon Group Mr. Loomis served for seven years as the Deputy Executive Director of the Pennsylvania League of Cities and Municipalities and served nearly 20 years in the municipal management field as the manager of three difference Pennsylvania communities.

Joel E. Callihan, ARM
Chief Financial Officer
Mr. Callihan joined with Mr. Lombardo in 1992 to form Inter-Municipal Insurance Service, Inc. which in 1997 evolved into The Benecon Group. Prior to the formation of IMIS, Mr. Callihan worked for over 15 years in various key municipal management positions including Director of Finance, Assistant Township Manager and Township Manager. In these positions, Mr. Callihan was responsible for all aspects of the municipalities group benefits programs and other insurance.
He graduated from Elizabethtown College in 1974 with a Bachelor of Science degree in Accounting and earned the Associate in Risk Management certification from the Insurance Institute of America in December 1996.

Richard H. Burd, FSA, MAAA
EVP of Actuarial and Compliance Services
Mr. Burd has over 30 years of actuarial experience working with group medical plans and other employee benefit programs. Prior to joining The Benecon Group in 2001, he was Vice President and Corporate Actuary for Educators Mutual Life Insurance Company in Lancaster.
Mr. Burd's expertise is in the area of the mathematics of insurance programs, including trend analysis, claim modeling and projections, demographics, and credibility and statistical concepts. He is a Fellow of the Society of Actuaries (FSA) and a Member of the American Academy of Actuaries (MAAA).
Mr. Burd has served as a Board Member of the Lancaster County Business Group on Health (LCBGH) since 1992, and was the 2001 Chair of LCBGH. In 2000, he was primary researcher and author of a report detailing local health care inflation trends, which was presented to the local congressional delegation in Harrisburg. He participated on a private industry task force appointed by Lancaster Mayor Janice Stork in 1996 to review the medical plan design and cost structure of the City medical plan.

Terrence E. Bowling
SVP of Producer and Consulting Services
Terry is responsible for the management of the Producer and Consulting Services division. Prior to joining Benecon, Terry spent over 25 years with Highmark Blue Shield serving in various executive level positions in both the private and government funded insurance sectors. Ultimately, he served as a Senior Vice President and was appointed a Corporate Officer.
Terry is a life long resident of Central Pennsylvania. He graduated from Mount St. Mary's College with a degree in Business and Finance and a minor in Economics.

Fred Bean
VP of Public Sector Services
Fred joined Benecon in 2007 and currently oversees the Government Services Division which includes municipal insurance cooperatives located throughout Pennsylvania and Maryland. Fred has extensive experience in municipal benefit management serving over 23 years as a Borough Manager or Assistant Borough Manager in two Pennsylvania communities. Fred gained recognition statewide when elected as President of the Association of Pennsylvania Municipal Managers.
Fred currently is a member of the International City Manager’s Association and the Association of Pennsylvania Municipal Managers. In addition, Fred serves in various community leadership positions including Board Member of the Carlisle Regional Medical Center and Board member of the Carlisle Performing Arts Center.
Fred holds a B.S. Degree in Political Science from James Madison University and a M.S. Degree in Public Administration from Shippensburg University.
