Benecon's Public Sector Services
Benecon's Public Sector Division specializes in creating health insurance purchasing cooperatives for municipalities, authorities, regional municipal entities, and School Districts. This unique intergovernmental risk sharing concept has achieved success in reducing health insurance costs for thousands of local government employees and employers.
Experience Counts
The Benecon municipal story began in 1991 with the creation of the first Pennsylvania municipal cooperative formed exclusively for the purpose of joint purchasing of health insurance benefits. The Benecon approach, acquired through many years of experience is based on achieving sustainable competitive pricing through a unique self-funding arrangement. The program has been beneficial for many employers by lowering overall costs while at the same time providing participants with many benefit options to choose.
Performance Driven
A key component of this program is developing partnerships with our clients, major health insurance companies, and reinsurance companies to provide a stable platform that enables our clients to profit when they experience an average or in some cases above average year of medical claims.
From 2006-2009, municipalities who have been part of a Benecon Cooperative, have experienced surplus funds returned to them in excess of 32 million dollars. During this same time, Benecon has seen a continual increase in the number of members joining one of our municipal health insurance cooperatives.
