Fred Bean, Vice President 
Public Sector and Insurance Services
Fred joined Benecon in 2007 and currently oversees the Public Sector Services Division of Benecon which includes four municipal insurance cooperatives located throughout Pennsylvania and Maryland. Fred has extensive experience in municipal benefit management serving over 23 years as a Borough Manager or Assistant Borough Manager in two Pennsylvania communities.  Fred gained recognition state wide when elected as President of the Association of Pennsylvania Municipal Managers. 

Fred currently is a member of the International City Manager’s Association and the Association of Pennsylvania Municipal Managers.  In addition, Fred serves in various community leadership positions including Board Member of the Carlisle Regional Medical Center and Board member of the Carlisle Performing Arts Center.

Fred holds a B.S. Degree in Political Science from James Madison University and a M.S. Degree in Public Administration from Shippensburg University.
